Definition

Access to agricultural inputs and climate-resilient technologies refers to the ability of farmers, particularly small-scale producers, to obtain, afford, and effectively utilize a range of quality agricultural inputs (such as seeds, fertilizers, feed, and mechanization) and innovative technologies designed to enhance productivity, sustainability, and resilience to climate variability.

This concept encompasses not only the physical availability of inputs and technologies, but also their affordability, quality assurance, timeliness of delivery, and suitability to local agro-ecological and socio-economic conditions. It further includes the institutional and market arrangements, such as input distribution systems, extension services, financial mechanisms, and regulatory frameworks, that enable farmers to access and adopt these resources efficiently.


Rationale

The main goal of this policy instrument is to improve farmers’ productivity, agricultural income and food security through access to high quality agricultural inputs, and climate resilient technologies.


Key interventions


Access to agricultural inputs

Access to high quality agricultural inputs such as seeds, feed, fertilizers, and mechanization is a key determinant of agricultural productivity and rural livelihoods. Therefore, low input use, use of low-quality inputs and inequitable distribution of inputs hinder smallholder performance and perpetuate poverty and food insecurity.  Some of the interventions that can be implemented to improve access to agricultural inputs include:

  • Strengthening local input markets: Supporting the development of decentralized and competitive rural input systems, including agro-dealer networks in remote areas. This should be complemented by capacity-building for small-scale agro-dealers through training, improved access to finance, and strengthened quality control systems.
  • Community-based seed systems: can be strengthened by establishing and supporting community seed banks, farmer-managed seed enterprises, and participatory seed multiplication initiatives. These efforts should promote locally adapted and climate-resilient crop varieties.
  • Targeted input subsidy and voucher schemes: should focus on the implementation of well-targeted instruments such as e-vouchers for seeds and fertilizers aimed at poor and vulnerable smallholders. These subsidies should be designed to be time-bound, transparent, and market-friendly to avoid long-term market distortions.
  • Supporting collective procurement by producer organizations: enables collective purchasing of inputs, often resulting in lower negotiated input prices, reduced transaction costs, and diminished transport barriers.


Access to climate resilient technologies

The intervention is based on the provision of total or partial financing (i.e through vouchers) to farmers for the purchase of climate-smart agricultural technologies. Farmers may select the technologies of their choice from a predetermined menu of climate smart agricultural technologies such as irrigation systems, agroforestry arrangements, silvopastoral systems, electric fences, greenhouses, post-harvest technologies (ex. silos, fruit dehydrators) among others. Technologies must be complemented with      extensive technical assistance (individual and group of farmers) on the appropriate use of the selected technology as well as other topics related to marketing, commercialization and basic finance. Training on WASH practices and nutrition can also be part of the technical assistance provided.

It is advisable to do the targeting based on the following criteria:

(i) vulnerability to food insecurity;

(ii) productive agricultural capacity;

(iii) territorial continuity, in order to facilitate programme implementation and enhance potential environmental service outcomes; and

(iv) a voucher value calibrated to provide sufficient incentives for smallholder participation while discouraging participation by large-scale farmers.

The technical assistance to be provided must include specific considerations to target women and indigenous communities. To this end it’s advisable to consider:

  • the provision of child-care services and facilities in the places where technical assistance is provided;
  • the time availability of women for the scheduling of technical assistance trainings;
  • transportation services;
  • technical assistance on the languages and dialects of the target population;
  • culturally appropriate technical assistance;
  • individual and group trainings in the field.

Small and medium farmers, especially family farmers in food insecure areas, rural women, Indigenous Peoples, and the rural youth

Limits:

Access to agricultural inputs

  • Structural constraints: Improved access to agricultural inputs alone may not generate sustained productivity or income gains where structural constraints persist, including insecure land tenure, weak market access, or inadequate infrastructure.
  • Fiscal and administrative capacity constraints: Pro-poor input programmes, particularly subsidies and voucher schemes, require substantial public resources and administrative capacity. In low-income and fragile contexts, limited fiscal space and weak implementation systems may constrain scale and sustainability.


Access to climate resilient technologies

  • Interventions that focus on the provision of private goods are usually limited in their impact and scope. For this reason, this type of intervention must be complemented with an adequate supply of agricultural public goods such as: Research & Development, information, land titling, rural infrastructure, etc.


Risks:

Access to agricultural inputs

  • Poorly designed input subsidies can crowd out private input suppliers, distort prices, and undermine the development of sustainable input markets.
  • Unrealistic expectations from beneficiaries. Increased use of fertilizers and agrochemicals, if not properly managed, can lead to soil degradation, water pollution, and biodiversity loss.


Access to climate resilient technologies

  • Lack of supply of trained technical assistants on relevant topics.
  • Self-selection by farmers who are not the intended target (ex. large-sized farmers).
  • Lack of technology providers in remote areas that are most in need of the intervention.
  • Low participation of women and ethnic communities.
  • Lack of participation by the private sector (ex. technology providers).


Contingency Measures:

Access to agricultural inputs

  • Embed pro-poor input access within integrated strategies that address land tenure security, rural infrastructure, irrigation, market access, and value chain development.
  • Design subsidies and vouchers to be temporary, targeted, and progressively phased out as farmers’ productivity and market integration improve.


Access to climate resilient technologies

  • The intervention must have clear entry and exit strategies.
  • Training of technical assistants on topics such as gender, climate change, digital technologies, and others, must be considered when needed.
  • Technical assistance is a process that must last for  at least two agricultural cycles to provide the knowledge and information needed for an appropriate adoption of technologies.
  • Technical assistance must include agronomic information as well as managerial, marketing, financial, etc.
  • Maintain an updated registry of project participants in a digital format, including basic characteristics of the producer and the farm.
  • Data collection strategy (i.e. baseline, follow up surveys, etc.) and impact evaluation design must be planned ex ante during the intervention's design (prior to implementation).
  • Specific indicators must be considered to measure participation and impact of the intervention on vulnerable populations.
  • The implementation of a strong monitoring and evaluation system must be designed to assess the targeting as well as to measure the causal impact on income, food security, climate resilience and productivity.
  • The implementation of technology fairs -where several providers meet with the producers in a specific designated place (ex. school, sport center, etc) could be useful to link demand and supply (i.e. farmers and technology providers). The same spaces can be used for the provision and exchange of vouchers.
  • Vouchers are not cash. These must be exchanged only for agricultural technologies and/or inputs.
a) support the expansion of coverage of those either experiencing poverty or vulnerable to it in national social protection systems and addressing risks and contingencies throughout their lifecycle (SDG target 1.3), therefore, contributing to the progressive realization of the right to social security, b) contribute to the realization of the right to adequate food in the context of national food security in order to achieve a world free from hunger (SDG targets 2.1 and 2.3), d) Contribute to addressing discrimination against women that leads to poverty, hunger and malnutrition such as differences in the prevalence of moderate or severe food insecurity between men and women, absence of women equal rights to economic resources, as well as of access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws (SDG targets 5.a1 and 5.a.2), or contribute to recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family as nationally appropriate (SDG 5.4), e) target smallholder farmers (family farmers, forest dependent groups, fisherfolks, pastoralists) and among them those more likely to be left behind (e.g. women, youth, elderly, indigenous populations, communities which are land-locked or living in isolated areas, pastoralists, fishers, forest dwellers) with a view to increasing their productivity and incomes through secure and equal access to land, other productive resources and inputs, knowledge, financial services, remittances and diaspora contributions, access to credit and markets, including institutional markets, and opportunities for value addition as well as non-farm employment (SDG target 2.3) and promoting rural and territorial development, g) foster sustainable and healthy food production systems and implement resilient agricultural practices that increase productivity and production while maintaining ecosystems, including agroecology, agroforestry and payment for environmental services, that strengthen capacity for adaptation to climate change, extreme weather, drought, flooding, and other disasters and that progressively improve land and soil quality and maintain fish stocks (SDG target 2.4), and h) reduce the exposure and vulnerability and increase the resilience of poor and vulnerable populations to climate related-extreme events and social, economic, and environmental shocks and disasters, as well as their capacity to properly respond to these shocks, when they occur (SDG targets 1.5 and 2.4)

SDG 10 - Reducing Inequalities

  • Target 10.1 - By 2030, progressively achieve and sustain income growth of the bottom 40 per cent of the population at a rate higher than the national average.
  • Target 10.2 - By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status.

SDG 12 - Responsible consumption and production

  • Target 12.1 - Implement the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns, all countries taking action, with developed countries taking the lead, taking into account the development and capabilities of developing countries.
  • Target 12.2 - By 2030, achieve the sustainable management and efficient use of natural resources.

Country examples
