Crop productivity indicators, climate-dependent yield and bioclimatic potential (BCP) are calculated using the Climate-Soil-Harvest simulation system.

Free access to information and analytical materials is provided for farmers and homestead owners. The information is sent to farmers and homestead owners through specialized information and consulting centers for agriculture (ICC) of agricultural universities and educational institutions, the ICC network of the agrochemical service of the Ministry of Agriculture of the Russian Federation, regional and municipal ICCs. ICCs provide promotion information and free access to information both individual farmers and homestead owners and their associations. Opportunity to receive consultations using remote technologies will be provided through ICC web-sites offline and online.

Based on constant monitoring of climate change trends and analysis of existing agricultural technologies, the arsenal of adaptation techniques for small agricultural enterprises and farms is expanding. To date, the following main directions for adaptation of small agricultural enterprises have been identified for the territory of the Russian Federation:

  1. Adaptation to increasing thermal resources of the growing season: Increasing the acreage of heat-loving, high-intensity agricultural crops, such as corn, soybeans, etc., increasing the planting of stubble and energy crops.
  2. Adaptation to the conditions of the cold season: Increasing the area of winter grain crops (wheat, barley) as more productive under climate change.
  3. Adaptation to changing moisture conditions. Wider introduction of moisture-saving technologies; expansion of plantings of more drought-resistant crops; expansion of winter crops.

Based on the 2023 microcensus data, the number of agricultural microenterprises in the Russian Federation as of January 1, 2023 is 23,972.

It is estimated that out of the total number of poor residents of the Russian Federation (10% of the population), 7% of the country’s population lives in rural areas.

Coverage rate (total number of poor agricultural producers ready to use the services of the Climate-Soil-Harvest system) - 30%.

The total budget for the operation of the Climate-Soil-Harvest system with full-fledged services in 24/7 mode for 25 pilot regions: 70 million rubles (about 750,000 US dollars).

Multi-level management with the participation of the national government and its ministries (budget), regions (control of spending levels and interaction with the business community) and local authorities (interaction with local communities living in rural areas and chambers of commerce and industry).

The Climate-Soil-Harvest Simulation System belongs to the DSS (Decision Support Systems) class and has proven experience in the scientific assessment of climatic resources of territories of various scales in the agricultural regions of Russia, where the bulk of the strategic agricultural crop - wheat - is produced.

The calculations indicate a decrease in the climate-related yield of spring wheat in the main grain-producing regions in the south of the European part of Russia, which accounts for approximately 50% of the production of grains and legumes in general. The actual trends in wheat yields are either positive or neutral. This proves that the effect of changes in agricultural technologies prevails over observed climate changes.

Improving the Climate-Soil-Harvest system is associated with the need for its organizational development, both in the form of creating regional and municipal information showcases with modeling results, and in terms of its institutionalization through inclusion in the regulations for information support of small agricultural enterprises.

It is also necessary to develop forms of interaction with farmer associations, regional and municipal authorities that provide support to small agricultural enterprises and small farms.

Operation of the Climate-Soil-Harvest simulation system showed the need to include internationally recognized agrometeorological indices (SPI) in the calculated characteristics.


SDG 1 - End poverty

  • Target 1.1 - By 2030, eradicate extreme poverty for all people everywhere, currently measured as people living on less than $1.25 a day
    • Indicator 1.1.1 - Proportion of the population living below the international poverty line by sex, age, employment status and geographical location (urban/rural)


SDG 2 - Zero Hunger

  • Target 2.1 - By 2030, end hunger and ensure access by all people, in particular the poor and people in vulnerable situations, including infants, to safe, nutritious and sufficient food all year round
    • Indicator 2.1.2 - Prevalence of moderate or severe food insecurity in the population, based on the Food Insecurity Experience Scale (FIES)


SDG 12 - Responsible consumption and production

  • Target 12.2 - By 2030, achieve the sustainable management and efficient use of natural resources.
    • Indicator 12.2.1 - Material footprint, material footprint per capita, and material footprint per GDP
    • Indicator 12.2.2 - Domestic material consumption, domestic material consumption per capita, and domestic material consumption per GDP


SDG 13 - Climate action

  • Target 13.1 - Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters through sustainable agricultural practices.
    • Indicator 13.1.2 - Number of countries that adopt and implement national disaster risk reduction strategies in line with the Sendai Framework for Disaster Risk Reduction 2015–2030
    • Indicator 13.1.3 - Proportion of local governments that adopt and implement local disaster risk reduction strategies in line with national disaster risk reduction strategies


*Mainly SDGs 1, 2, 12 and 13, as information available and measures for adaption of crop production to climate change allow to solve the following issues:
