Definition

This Policy Instrument (PI) focuses on making extension and rural advisory services more effective, sustainable and responsive to the specific needs of different categories of producers enabling their access to agricultural inputs, resources, technology, knowledge and markets, while leveraging collective action, partnership, innovation, and farmer-to-farmer, participatory and bottom up approaches in parallel with capacity development for relevant actors, i.e. policy makers, researchers, extension worker, famers, private sector.


Rationale

Extension and rural advisory and support services (RAS) offer a first and essential entry point to producers as they strive to enhance productivity, profitability, cope with climate change, economic crises and other shocks. They represent an important lever for rural transformation. Yet, despite their fundamental role, the provision of RAS in their diversity is often fragmented, limited in time, underfunded and sometimes outdated, hence, unsustainable. The role of RAS can be revived by fostering/investing in collective and sustainable bottom-up advisory mechanisms and multi-stakeholders partnerships and collaborations, galvanized by the power of technological innovation.  


Key interventions

Provision of advisory services to strengthen producer organizations entails leveraging the role of farmer/community-based groups and associations, both formal and informal, as well as producer organizations, farmers associations and cooperatives, particularly those engaging youth, women and Indigenous Peoples. These organizations play a key role in the facilitation/provision of key resources, information, inputs and services needed by farmers and rural producers as they farm, process and market their produce. These span seeds, land and water, technology and mechanization, transportation, post-harvest and aggregation, marketing but also the much-needed advice in farm business and financial management and agripreneurship, thereby fostering negotiation skills and bargaining power for better market access. These collectives also offer a space where:

  • Producers can exchange practices, experience and know-how, leveraging indigenous knowledge. Farmer-to-farmer approaches not only favour the sustainable development of capacities but also promote more sustainable and agroecological forms of farming that preserve biodiversity. When their governance is inclusive and democratic, when they are well rooted in the local context and well connected to other institutions, these forms of organization can favour sustainable transformation;
  • Farmers’ voice is put at the center and where the exclusion, marginalization and poverty caused by discriminatory social and gender norms, as well as power dynamics, can be discussed questioned and challenged.

Many vulnerable people are contributing to the food system without their role and effort being recognized and adequately compensated for, such as, for instance, migrants, refugees, Internally Displaced People or Indigenous Peoples. Their status prevent them from accessing information knowledge and resources. Their inclusion in collective mechanisms both formal and informal may represent a way to raise their voice, contribute to decision-making processes and have their role recognized by institutions, communities and the wider society, favoring inclusion pathways.

Collective action also refers to the work of networks and fora operating at the international, regional, national and local level. These collectives embrace different forms of organizations from public extension services – which play a key role in reaching out to vulnerable producers, to research organizations, academia, civil society, farmer organizations and the private sector. Their role, combined, is key for developing capacities, policy development, cross-pollinating knowledge and good practices, advocacy and resource mobilization.

By favouring exchange and dialogue with stakeholders at different levels, advisory solutions stemming from collective and participatory mechanisms enable the identification and co-creation of viable solutions to producers’ productivity and profitability challenges in a way that is respectful of people and the environment. Collective platforms also offer opportunities to discuss and promote the implementation of voluntary guidelines. Combining the power of collective action with that of innovation in its different forms can be transformational. ICT, digital solutions and artificial intelligence are now at the centre of the debate on rural advisory services. Indeed, digital solutions go a long way in favoring producers’ access to information, knowledge and markets and have the power to amplify the benefits of more traditional advisory approaches. For instance:

  • Digital innovations in earth observation, satellite rainfall estimations and remote sensing can help in reaching millions of smallholder producers, many of whom were previously considered uninsurable;
  • Digital technology applications for agricultural and food markets can promote financial inclusion as they allow financial institutions to enter rural markets without establishing a costly physical presence;
  • E-commerce platforms may encourage youth and women to remain in or return to rural areas;
  • Blockchain technology can build trust and promote transparency and thus increase the traceability of food throughout the value chain.

Yet, the contribution of digital solutions to rural transformation depends on their accessibility by all producers including the most vulnerable ones. It is, therefore, imperative that governments take action to increase the inclusiveness of digitalization and reduce the digital divide, through measures such as national digital agriculture strategies.

A diversity of individuals and groups across different age, gender, ethnicity, socioeconomic, legal and health status, and location, especially:

  • Small-scale producers;
  • Family farmers;
  • Small-scale fishers and fish processors;
  • Forest-dependent communities;
  • Pastoralists and nomadic groups, individually or organized in groups;
  • Cooperatives;
  • Producer organizations;
  • Farmers associations.


From a broader perspective:

  • Global, regional and national agricultural research and extension systems and veterinary services;
  • Academic and research institutions; Universities;
  • International and national non-government organizations,
  • Inter-governmental organizations;
  • International coalitions; 
  • Community-based organizations;  
  • International, regional and national coalitions.

Overview

Several studies demonstrate that access to extension and rural advisory services plays a significant role in improving food security, reducing poverty, and strengthening livelihoods among smallholder farmers. A systematic review conducted by Ongachi and Belinder (2025), based on 45 studies published between 2014 and 2024, reveals that extension and rural advisory services play an important role in reducing rural poverty and supporting livelihood diversification. They explain that access to extension and rural advisory services findings improve access to human, social, physical, financial and natural resources. Ongachi and Belinder (2025) further explain that digitally driven extension and rural advisory services have increased the participation of youth and women in agricultural and off-farm economic activities. Additionally, a study by Cawley et al (2018) found that participation in extension programs significantly increased the incomes of farmers.


Evidence from selected countries

Côte d’Ivoire: The Project for the Promotion of Local Rice (PRORIL), implemented under the Coalition for African Rice Development (CARD), prioritizes extension and rural advisory services. The project equips farmers with expertise in advanced rice cultivation, seed multiplication, and water management. At the same time, processors receive training in modern milling and parboiling techniques. A report on the project by JICA et al. (2020) indicates that the project significantly contributed to food security and poverty alleviation, as yields increased and the incomes of farmers and processors rose.

Brazil: is implementing the Rural Productive Activities Promotion Program (Fomento Rural), which integrates technical assistance and rural extension as a mandatory and foundational component. Extension agents work closely with beneficiary families to design tailored productive projects aligned with local market opportunities and traditional knowledge. Notably, the programme combines extension services with a cash transfer. The programme has led to an increase in technical knowledge among beneficiaries due to the guidance provided by technicians (Mesquita et al. 2021). More specifically, Mesquita et al (2021) reports that the programme enhanced beneficiaries’ capacity to produce new items, and use of new ways of handling production.

Russia: The Soil-Geographic Database of the Russian Federation Information System is a centralized digital resource developed to inventory, systematize, and analyse soil data across the country. It plays an important role in supporting digital extension services through web-based applications and decision-support tools tailored to farmers and agricultural practitioners. According to Shoba et al. (2010), by offering free applications to calculate optimal fertilizer rates and lime application requirements, the system enables farmers to maximize yields while minimizing input costs, thereby contributing to improved productivity and food security.

Risks identified

  • Lack of effective and conducive local/territorial governance systems;
  • Lack of governments will to invest in RAS;
  • Disabling policy and institutional framework for collective action, cooperatives and POs;
  • Market Volatility need for price stabilization funds or insurance schemes may be needed;
  • Lack of a varied and enabling institutional landscape for service provision at the territorial level including microfinance institutions and infrastructure;
  • Lack of adequate connectivity infrastructure; insufficient data regulation and governance mechanisms for emerging technological solutions, capacity gaps in national agricultural ministries, and a lack of awareness about digital solutions;
  • Slow internet speeds, insufficient data, intermittent access, lack of digital skills, reliance on others for connectivity;
  • Lack of interest by rural advisors to acquire new skills and capacities;
  • Lack of prioritization of social and environmental sustainability by governments and willingness of establishing dialogue mechanisms with Indigenous and tribal Peoples;
  • Lack of interest from national and local stakeholders and partners engage in networking and collaboration initiatives at the international, regional, national and local levels;
  • Unstable geopolitical situations, violence and conflict;
  • Resistance from local communities who are unfamiliar with inclusive practices, and attitudinal barriers from family members, along with self-stigmatizing attitudes among young persons with disabilities.


Contingency measures envisaged:

  • On the lack of infrastructure at territorial level: Establish partnerships with NGOs for logistical support, implement supply chain management systems, and ensure continuous capacity building for staff and producers;
  • International organizations can favour exposure of key stakeholders and actors to global, regional, and national collective mechanisms (fora, coalitions, networks);
  • Conduct sensitization and mobilization campaigns to raise farmer awareness on collective action and inclusion;
  • Draw the attention of funding institutions to the social and economic returns of investing in inclusive RAS, collective action and inclusive innovation;
  • Link interventions on inclusive RAS with social protection schemes to favour access of vulnerable producers to services;  
  • Establishing conflict resolution mechanisms will help address and mitigate local disputes;
  • Providing complementary interventions such as education and health services.
c) support access to basic services (education, health, water and sanitation and housing), productive assets, appropriate technology (prioritizing low-carbon options), information, integrated social and economic inclusion programmes, skill building (including technical assistance and extension services in rural areas), financial inclusion, decent employment creation and access to safe, nutritious, and sufficient food (e.g.,home-grown school meal programmes) (SDG targets 1.4, 2.1 and 2.2), d) Contribute to addressing discrimination against women that leads to poverty, hunger and malnutrition such as differences in the prevalence of moderate or severe food insecurity between men and women, absence of women equal rights to economic resources, as well as of access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws (SDG targets 5.a1 and 5.a.2), or contribute to recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family as nationally appropriate (SDG 5.4), e) target smallholder farmers (family farmers, forest dependent groups, fisherfolks, pastoralists) and among them those more likely to be left behind (e.g. women, youth, elderly, indigenous populations, communities which are land-locked or living in isolated areas, pastoralists, fishers, forest dwellers) with a view to increasing their productivity and incomes through secure and equal access to land, other productive resources and inputs, knowledge, financial services, remittances and diaspora contributions, access to credit and markets, including institutional markets, and opportunities for value addition as well as non-farm employment (SDG target 2.3) and promoting rural and territorial development, g) foster sustainable and healthy food production systems and implement resilient agricultural practices that increase productivity and production while maintaining ecosystems, including agroecology, agroforestry and payment for environmental services, that strengthen capacity for adaptation to climate change, extreme weather, drought, flooding, and other disasters and that progressively improve land and soil quality and maintain fish stocks (SDG target 2.4), and h) reduce the exposure and vulnerability and increase the resilience of poor and vulnerable populations to climate related-extreme events and social, economic, and environmental shocks and disasters, as well as their capacity to properly respond to these shocks, when they occur (SDG targets 1.5 and 2.4)

  • Target 4.4 - By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship.
  • Target 4.5 - Eliminate gender disparities in education.

  • Target 5.b - Enhance the use of enabling technology, particularly information and communications technology, to promote the empowerment of women.


SDG 8 - Decent work and economic growth

  • Target 8.5 - By 2030, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value.


SDG 9 - Industry, innovation and infrastructure

  • Target 9.c - Significantly increase access to ICT and strive to provide universal and affordable access to the internet in least developed countries by 2020.


SDG 10 - Reduced inequalities

  • Target 10.2 - By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status.


SDG 12 - Responsible consumption and production

  • Target 12.2 - By 2030, achieve the sustainable management and efficient use of natural resources.


SDG 13 - Climate action

  • Target 13.1 - Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters through sustainable agricultural practices.
  • Target 13.3 - Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning.

  • Target 14.b - Provide access for small-scale artisanal fishers to marine resources and markets.


SDG 15 - Life on land

  • Target 15.1 - Conserve and restore terrestrial and freshwater ecosystems;

  • Target 16.7 - Ensure responsive, inclusive, participatory and representative decision-making at all levels.

  • Target 17.6 - Enhance North-South, South-South and triangular regional and international cooperation on and access to science, technology and innovation and enhance knowledge sharing on mutually agreed terms, including through improved coordination among existing mechanisms, in particular at the United Nations level, and through a global technology facilitation mechanism.
