Skukuza, South Africa, July 26, 2025 — The Global Alliance against Hunger and Poverty has been explicitly recognized in the G20 Skukuza Development Ministerial Declaration and in the Call to Action: Towards Inclusive, Resilient and Sustainable Development through Universal Social Protection Systems and Floors, officially adopted by the G20 Development Working Group (DWG) Ministerial Meeting under the South African Presidency. The Ministerial Declaration states that they 

“(…)  reaffirm our support for the Global Alliance Against Hunger and Poverty launched during the Brazilian G20 Presidency (2024) as a core pillar in addressing poverty, hunger and inequality. We further stress the Alliance’s emphasis on linking social protection with food security and nutrition, inclusive development, and sustainable food systems. 

Likewise in the Call to Action, they 

“(…)reaffirm the call made through the Global Alliance which recognises social protection, in particular adaptive and shock-responsive social protection, as central to efforts to build resilience and address hunger and poverty and we call on all governments to honour their commitments to nationally appropriate social protection systems with an emphasis on social protection floors, in progressive realisation of the right of everyone to social security, and in alignment with the Sustainable Development Goals (SDG target 1.3).” 

The Call also encouraged the Global Alliance, alongside the Integrated National Financing Frameworks (INFFs), the UN Global Accelerator for Jobs and Social Protection for Just Transitions, the multistakeholder engagement (M-GA) – an initiative between the World Bank and the UN – to explore innovative approaches to financing, technical assistance, and peer-to-peer learning, including through South-South and triangular cooperation. 

This endorsement solidifies the Alliance´s role as a driving force for integrated, country-led solutions that tackle the interconnected challenges of poverty, hunger, and inequality, in particular its role in advancing Universal Social Protection Systems and Floors as a global imperative. 

A Resounding Vote of Confidence 

The Call to Action comes on the wake of the Alliance´s positive recognition in the “Compromiso de Sevilla”, the official outcome document of the Fourth UN Financing for Development Conference (FfD4), which explicitly commended the Global Alliance Against Hunger and Poverty as an initiative to “increase financing for poverty and hunger eradication, address the fragmentation of finance in this area, and promote greater alignment towards impactful public policies”.

The political recognition of the Global Alliance by the whole UN community in FfD4 and by world’s largest economies and regional institutions such as the African Union and European Union, in the G20, marks another moment in the Alliance’s short yet impactful trajectory. Since its launch, the Global Alliance has rapidly gained traction through its Fast-Track Implementation Plans and evidence-informed policy tools, bridging gaps between national ambition and international financing and technical cooperation. 

The Call to Action builds on months of work from member states and partners who participated in the DWG’s four technical meetings throughout the first semester of 2025, whose last meeting was held back to back with the Ministerial Meeting, Champions and members of the Global Alliance emphasized the need to scale up coordinated investments in universal social protection as a foundational pillar for ending extreme poverty and hunger. 

Her Excellence Maropene Ramokgopa, South Africa’s Minister in the Presidency for Planning, Monitoring and Evaluation and Head of the G20 DWG in her opening speech in the Ministerial Meeting stated that it was “ quite exciting that the DWG acknowledged the compelling evidence that establishing permanent social protection systems (…), benefits economic growth and helps reduce inequality and poverty.”  She also highlighted that “the Development Working Group acknowledged with appreciation several agreements made during Brazil’s G20 Presidency in 2024, including the creation of the Global Alliance against Hunger and Poverty.” 

“Spain has proudly contributed to the Global Alliance and strongly supports the inclusion of social protection as a key element in the fight against hunger and poverty,” said Anton Leis Garcia, Director of AECID, Spanish Agency for Development Cooperation and Spain’s Head of Delegation during the G20 DWG Ministerial Meeting. 

“This moment demonstrates how collective, multilateral commitment can strengthen nationally driven solutions. The Alliance has proven its high relevance in the G20 development track and the call to action on universal social protection, catalyzing transformative programs that leave no one behind.” said Sandra Bartelt, Principal Adviser for G7 and G20 Sustainable Development Agendas, European Union champion in the Global Alliance and Head of Delegation of the European Union during the 4th Technical Meeting of the Global Alliance”.  

“As member of the Board of Champion of the Global Alliance, Mexico remains committed to ensuring the Global Alliance is a space for South-South cooperation, innovation, and country leadership,” added Mr Mario Alejandro Mendoza Castaneda Director General of Special International Cooperation Projects at the Ministry of Foreign Affairs of Mexico. He is also Mexico’s Alternate Champion in the Global Alliance Board and Head of Delegation in the G20 DWG ministerial meeting.

Looking Ahead 

The Call to Action and Ministerial Declaration set a powerful stage for the upcoming Second World Summit on Social Development, to be held in Doha in November 2025. The Summit will host the first high-level meeting of the Global Alliance, offering an opportunity to further align national ambitions with international partnerships and financing. 

In the coming months, the Global Alliance will continue to support countries in designing and implementing fast-track plans, and mobilizing technical and financial resources to accelerate results at scale.
