Vision Umurenge Programme (VUP)

Description

Vision Umurenge Programme (VUP) is the Government of Rwanda’s flagship social protection programme, with plans to scale up through a nationwide graduation strategy to lift nearly one million households out of extreme poverty by 2030. The programme shall combine safety nets, productive asset transfers, financial inclusion, and skills development through a sequenced approach. Personalized coaching by para‑social workers will support tailored pathways to self‑reliance. Delivered in two‑year cohorts and embedded in national development strategies, VUP aims to leverage community savings structures, digital systems, and cross‑ministry coordination to transform social protection into a dynamic engine for poverty eradication and inclusive transformation.

Non-binding Expression of Interest (EOI)

By submitting EOIs, Alliance members indicate their willingness to contribute to the knowledge, technical or financial gaps identified by the government requesting support.
