It contains a database of socioeconomic information with a high coverage of the population (currently close to 95% of the national population), which allows to identify the population living in poverty and extreme poverty. This information can be crossed with the information the system has on people receiving services and benefits from the State, which also has a high coverage (approximately 80% of the total amount of benefits), thanks to the incorporation of national institutions that provide state services and benefits, as well as local governments.
As a result, it is possible to identify people living in poverty who are not being helped by the State, and since their housing is geo-referenced, it is possible to locate the families to support them in their development.From 2016 to 2022, a total of 3.5 million USD was invested in the development and implementation of this system. The approved budget of approximately 2 million USD per year (2016-2022) was reduced after the passing of a fiscal rule in 2019.

- Having a law that establishes and supports the actions of SINIRUBE as a national project strengthens its ability to interact with various institutions. Be sure to avoid the political usage of the tool.
- Do not start from scratch. Use previous experiences from both the country and other countries in the implementation of information systems.
- Involve user institutions from the beginning of the process. This enhances the design process and improves the ownership of the project by all actors involved.
- Conceive the information systems as management projects, and not limit their approach to see them only as technological projects.
- Another lesson learned from SINIRUBE is the usefulness of planning to move forward in stages, starting with the development of basic, small-scale solutions and moving to more sophisticated, larger-scale solutions.
