Welcome to Issue 15 of Lifting Lives. It spotlights recent developments at the Global Alliance, including the inauguration of a new Financing Hub in Washington DC and the introduction of a shared seat for academia on the Alliance Board of Champions. From our Policy Basket, this issue focuses on country experiences in providing access to financial services to rural communities.

As we prepare for the 3rd Meeting of the Alliance Board of Champions on 11 March 2026, we look forward to open discussions on the collective efforts needed to end hunger and poverty.

A Word from the Director


Dear friends,

Two things shaped the past few weeks in the Alliance. In mid-April, the Alliance’s Financing Liaison office in Washington DC, opened at the Spring Meetings, anchored by a roundtable on integrated financing co-hosted with Spain and the World Bank, drawing on ODI Global’s late-2025 proposal for a virtual financing mechanism. Yesterday, May 5, the Support Mechanism convened a follow-up online discussion with all members to take the conversation further.

A few things have come into focus across both moments. Domestic financing remains the foundation, and the integration of external resources around country plans is constrained today by mismatches between programming pipelines, budget cycles, and decision-making levels across financiers. There is a working agreement that it is worth exploring the “nuts and bolts” of a voluntary, opt-in approach that builds on existing channels rather than creating a new fund, with a co-financing platform across MDBs, paired with early catalytic finance from bilateral and philanthropic sources, as one of the options to test. A draft “Ready, Set, Go” framework — pre-allocation of indicative finance, structured matchmaking around a country plan, then formalization through existing channels — was put on the table as a starting point. None of this is finished, and some of the reactions yesterday were rightly cautious. But the food security backdrop, sharpened by recent disruptions to global trade routes and FAO’s renewed warnings, does not give us the option of a slow conversation. The Board of Champions will pick this up on May 11.

Earlier this week, the Knowledge Pillar took on new momentum. Three universities — Brasília, Buenos Aires, and Oxford — joined the Board of Champions in a shared seat representing ten academic institutions, with Sabina Alkire of OPHI serving as Champion. We hope that bringing this depth of expertise into Alliance governance will give the Knowledge Pillar more diversity and breadth, leveraging many universities from the Global South, in addition to the breadth of knowledge and technical expertise already present in the UN, MDBs, and other Champions. It might also give the Policy Basket more depth as academic institutions help further populate it with country implementation examples and additional evidence papers.

Speaking of the Basket, this edition’s Policy Basket entries on inclusive credit and financial services show what country experience looks like when documented in operational detail. Brazil’s PRONAF, cross-referenced with the Cadastro Único social registry, reached close to a million family farmer credit operations in 2024 alone — over half of them with women borrowers — with interest rates as low as 0.5% for the lowest-income lines and documented income gains of around 29%.

China’s microcredit programme for productive investments issued more than RMB 710 billion in unsecured loans up to end-2020, sharing the credit risk with insurers through county-level compensation funds. These are not abstract designs. They are at-scale instruments, with the political economy and operational detail attached, that governments exploring how to unlock smallholder finance can study and adapt.

Finally, two interesting external pieces and papers came out on the Alliance’s work. The conceptual framing of the Alliance landing in serious external analysis — from the Wiley journal article describing it as a “post-aid” architecture of coordination and shared ownership, to the Project Syndicate argument for channelling pooled resources through national social-protection systems to deal with climate risk, which goes to the heart of the Belém Declaration on Hunger, Poverty, and Human-Centered Climate Action adopted at COP30.

The thinking is converging on the same point: the answer to a fragmented financing landscape is not new institutions, but better coordination around what countries are already trying to do.

Next week, the Board of Champions meets for the third time, in the context of the OECD Conference on the Future of Development Co-operation. The framing will be honest. Aid budgets are tighter, members are stretched, and the temptation in moments like this is to retreat into individual lanes rather than coordinate. The question for the meeting is whether we can still do better together, by bringing real commitments to align, real evidence to share, and a real willingness to coordinate around country plans rather than around our own institutional logics. That is the conversation that matters.

Policy instrument in focus: Inclusive credit, insurance and financial services


PRONAF offers a variety of credit lines designed for family farmers in Brazil, each with its own financing limits and interest rates. The programme supports both agricultural and non-agricultural activities carried out by family farmers on their rural properties or in nearby rural-urban clusters.

This programme provides small, subsidized loans to vulnerable households with productive potential but limited capital, removing collateral requirements and sharing risk with the Chinese government and insurance providers. With eased repayment terms, the initiative supports income‑generating activities while easing financial pressure on borrowers.
