UN agency joins international efforts to strengthen social protection and food security responses in contexts of displacement and climate crisis.
Belém, 11 November 2025. The United Nations Refugee Agency (UNHCR) officially joined the Global Alliance Against Hunger and Poverty this Monday at COP30. The initiative brings together governments, international organizations, and civil society to coordinate actions aimed at ensuring adequate food, social protection, and dignity for vulnerable populations.
Celebrating the announcement, Wellington Dias, Brazilian Minister of Social Development and Fight against Hunger and Co-Chair of the Global Alliance, highlighted UNHCR’s longstanding role in protecting and integrating refugees and the importance of expanding coordinated international action.
“It is an honor to reinforce the partnership between the Brazilian Government and UNHCR. President Lula maintains Brazil’s commitment to international solidarity, the protection of refugees, and dignified socio-economic inclusion without discrimination. We have strengthened the Unified Social Assistance System in territories with high migratory pressure and expanded actions for reception, documentation, shelter, and inclusion. Now, we seek further progress in employment, professional training, and access to adequate food. Dignity is built without hunger and without poverty,” stated Dias.
On the occasion, the United Nations High Commissioner for Refugees, Filippo Grandi, emphasized that joining the Alliance reflects a shared commitment to ensure that people displaced by conflict, disasters, and climate change are not left behind. He noted that UNHCR’s experience in humanitarian response and in supporting the socio-economic integration of refugees can make a significant contribution to advancing the Alliance’s initiatives and strengthening strategies to guarantee the right to food and social protection in crisis contexts.
With UNHCR’s participation, the Alliance reinforces the understanding that climate justice and the right to food must include refugees, migrants, and internally displaced people, ensuring protection, autonomy, and sustainable livelihoods.

Launched at the G20 Summit in Brazil on November 18, 2024, the Global Alliance against Hunger and Poverty has grown from 148 founding members to over 200 members in one year, including more than 100 countries, the African Union, European Union, 24 international organizations, 9 international financial institutions, and over 30 philanthropic and non-governmental organizations. The Alliance aims to accelerate progress toward SDGs 1 and 2 by providing coordinated support from its Members for national, large-scale evidence-based policies and programs.
